Project Executive with IBM
Stephen is a Project Executive with International Business Machines (IBM) Corporation who for the past ten plus years has curated strategic Public/Private Partnerships across the U.S. with Federal, State and Local government agencies; Institutions of High Education (IHE); Non-Governmental Organizations (NGOs); Community Based Organizations (CBOs); and multiple industry employer partners to secure workforce economic development and training incentives that support IBM’s workforce enablement strategies. Stephen led and was instrumental in the development and institutionalizing the IBM Information Technology Registered Apprenticeship program in the U.S. Stephen Dodd is a Certified PMP© and Certified Stanford University Advanced Project Manager. Prior to working for IBM Corporation, he was on active duty for 21 years with the U.S. Marine Corps, retiring as a Lieutenant Colonel. He is a graduate of the Naval Postgraduate School where he was awarded a Master of Science in Information Systems. He is also a recipient of the U.S. Legion of Merit.
Kelly Mackey,
California State Director of Strategic Partnerships
Kelly Mackey is the State Director of Strategic Partnerships with the State of California's Apprenticeship and Workforce Innovation Unit. Kelly leads a statewide effort to identify registered apprenticeship partnerships across multiple sectors, including information technology, healthcare, business services and the public sector. Kelly has been formally recognized for her work in establishing many of California's new marquee registered apprenticeship programs.
Eric A. Bullard, Ph.D.,
Dean of Continuing Education and UCLA Extension
Dr. Eric A. Bullard currently serves as the Dean of the Division of Continuing Education and Extension at the University of California, Los Angeles, one of the largest and most prestigious continuing and professional education providers in the United States. Dr. Bullard also oversees the University of California (U.C.) system-wide Continuing Education of the Bar (CEB), California’s preeminent continuing legal education and research provider. With more than 22 years of experience in higher education, Dr. Bullard has been a change agent, thought leader, and growth advisor, assisting multiple academic institutions in developing and launching new programs, satellite campuses, and strategic partnerships to reach their highest potential. As a first-generation college graduate and a member of the Cherokee Nation, Bullard is passionate about extending access to higher education to underserved communities. He completed his Ph.D. in Education at Colorado State University, Fort Collins, and his Master of Public Administration (MPA) and Bachelor Arts degree in Political Science, Pre-Law, at California State University, Bakersfield.
